Keep in mind, law suits costs a LOT of money, and so far as I understand it, it's a substantial gamble, often left up to the court to determine whether or not it was stolen.  If they think it's been altered enough to not be recognizable, thus not stolen, you'll have pissed away your money.  If you had submitted and paid for a copyright on the other hand, those court fees would be paid for, and there would be less a gamble.  At least that's how I recall it.
