looks like the froggy is way less rare than the frog hat.

Actually, there are far too little instances to determine that. You need to kill hundreds of cacti before you can say how rare/frequent of a drop it would be with any amount of accuracy. If you kill a handfull and get a drop it might be a fluke. If you kill hundreds and get dozens, then you know how frequently it drops.

The froggie hat is way more rare then the frog hat. Since the froggie was release i have gotten 3 frog hats but no froggie hats :(
