Laptop Battery Dead?

When I turn on my laptop, I get this message in big white letters:

Code Select Expand

HP Battery Alert

The system has detected the storage capacity of the battery stated below to be very low.

For optimal performance, this battery may need to be replaced.

Primary (internal) Battery (601)

ENTER - Continue Startup

For more information, please visit: www.hp.com\go\techcenter\startup

And it shows that my battery is at 0% charge. I tried unplugging it and blowing it clean, but it still does the same thing.
Is it dead? And if so, would it be worth it to buy a new battery, or just buy a new computer?

The lower the storage capacity of a battery, the shorter amount of time it can power a portable device. All rechargeable batteries gradually lose their storage capacity. This loss in storage capacity (aging) is irreversible and cannot be restored. The maximum storage capacity of a new battery can be very different from the maximum storage capacity of a battery after one year of use."

If that laptop is brand new I'd be suspicious, but if it's old then this is understandable and happens with all electronics eventually.
