Anyone know of a good 8bit music converter?

So, yeah, I'm working on a classic retro-styled 8bit platformer. There are some songs out there on the internet that I think would go well with the game if they had more of a blocky, retro-sounding 8 bit feel. A good example of the kind of style I'm going for would be this.

In any case, I'd just like to know if anybody knows of any good sound editor programs with a decent 8-bit/quality-reducing function. Obviously I'm looking for a free program, but if you know of anything cheap, I might take a look at it.

And on a final note, I would prefer it if no one went and posted anything like, "zomg just google it rtard!!11one". I've had the same sort of problem with finding a good animated GIF editor, and googling such a problem had no satisfactory results. However, some of the people in this community had a great solution, and I still use the program they reccomended. So I'm assuming that this will save me a bit of time and effort, since a lot of people in this community are more experienced with this kind of thing than I am.
