No idea what in the world she is holding, but like people say in the comments, it's 1928, to use a cell phone you would need a signal aye? A satellite or tower?
I saw this on the news and their ideas were that it was some sort of hearing device used at that time.
Also, for the people who think it's a man... she's obviously wearing a skirt and has a feathered hat.

Yeah, it could be something to help her hearing possibly. On the matter of it being a phone, I went on reading the website of the guy who made the discovery and he said that he didn't necesairly mean a mobile phone and he knows that they require transmitter poles and whatnot, but perhaps some other 'future' communication device.

While it does look like she's holding something and that she is talking to someone (mouth moves). If you pay very very close attention, it looks like shes scratching her head with her finger.

Idk about you, but when I scratch my head my hand doesn't stay that still, especially not for that long. And I would use my entire hand, not just one finger...

Also if you look closely, she DOES have something in her hand.

But I would like to point out that if this were a time traveler, she wouldn't be a very smart one, especially if it were a mobile phone she was holding, because she's walking on a public street. I'm sure people would notice that and think she's bat-shit insane for talking into a black box.
