Alright, so lately a few discussions about items in PVP and how seemingly unbalanced things seem to be getting spurned me to make this. I know that with all the 'leet' inventories as of late, PVP is becoming more dependent on having items, and that's exactly what isn't wanted. Some people seem to be becoming discouraged, just because they can't get all the incredibly rare drops. And like Lucifer said, which I fully agree with:
Quote from: LuciferThe addition of a multitude of rare items caused for a shift in PvP, from a pure battle of skill, to skill intertwined with the luck of finding staple items. This brought PvP even more away from the casual gamer, and towards the hardcore. The fact that counters to every weapon exist doesn't in itself counter the difficulty of finding such weapons. Nowadays, proven by such accounts as Razor1337, a fully equipped account has far more chance at survival than not, however the odds are definitely not impossible to the skilled opponent.

I wasn't sure what the point of this monologue was until I finished. I guess what I'm saying is that the only thing I'd like to see different in Stick Online v3 is for PvP to go the opposite direction. Counters to every weapon should be available from the store or found commonly. Rare weapons should only be a convenience, not a powerful tool that can turn the tide of a battle. I like this concept inherent in the Inferno Sword's capability of hitting three opponents, rare weapons should have qualities like this that made them desirable, but not completely necessary.
So I compiled this together, to show how I feel the items should be organized. This includes ALL items, publicly accessible or not. Feel perfectly free to suggest things, as I'm not exactly the grandmaster of PVP, far from it.  :) I'm editing this as I go along, and adding stuff in as I think about it/feel like it and have time to ponder, so don't expect everything to be here.

Item Key:

Red- Publicly Accessible
Blue- Tournament Item
Green- GM Item

Comprehensive PVP Item Tier List:

Tier Key:

Tier GM- GM level/too good for fair PVP items, purposely very overpowered
Tier S- Pro/very rare items, possibly overpowered/very strong
Tier A- Normal serious PVP/rare items, strong/great
Tier B- Casual PVP/possible serious PVP/good PVE items, good/decent
Tier C- Usually unworthy for PVP items/noobish items, bad
Tier D- Completely horrible/beginner items, awful

Items within tiers are arranged by descending order of power.

Hat Tier GM-
GM Helmet
Princess Crown
Paper Bag Hat
Gray Fedora

Hat Tier S-(Great)
Bandit Cover(Speed boost equivalent to about 14 AGI, as well as the jump boost of +6 AGI, and 4 Defense, half of DKH Defense boost. It gives low agilities another reason to not add AGI. In fact, it's arguable having no jump boost is better, since high jumps can leave you wide open to an attack with your predictable landing. In my opinion, the most overpowered public item in the game.)
Dark Knight Helm(In addition to the whopping +4 VIT, it gives a +7 Defense boost, the equivalent of 21 VIT without the HP regen or boost.)
Guardian Helm(foG's crown. Since he has VIT upwards of 60, DKH wouldn't be very good for him, but the wide range and wide boost of stats that this crown gives him is somewhat better than DKH would be.)
Classic Crown(Maple's crown. It gives a bigger HP boost than the Green Beret by 15 HP points, and adds a nice 3 Defense to boot. This can easily equate into 2 extra hits, which is a big difference.)
Green Beret(MOVED from Tier A at Seifer's request/suggestion)(This semi-rare drop is very important for taking an extra hit, and until you do take damage, you get a great +4 STR boost, to chip in a little more damage.)

Hat Tier A-(Good)
Dragoon Helm(This could arguably belong in Tier S, but the gap of boosting stats is so large I decided to put it here. It gives a wide range of boosts across the 3 most important PVP stats, AGI, STR and VIT, giving +2, +3, and +2 respectively. It also adds jump equal to the Feather Hat, not like that makes a big difference, but it's nice to have. In addition to all of that, it adds a great 5 Defense.)
Blade Crown((-.-)'s crown. It adds a giant +7 to STR, the biggest boost to one stat excluding Defense, speed, and GM-tier items. He needs all the STR he can get due to his 1 INT, and it helps him deal a considerably bigger amount of damage to his opponent, letting him tank even bette- oh wait:
Quote from: (-.-)i dont like to tank i find it kinda cheap
..Meh.   :-X)
King Crown(MOVED from Tier B at Forum/Sword's request/suggestion)(I guess it makes more sense to put this in Good, seeing as it provides the evenest spread of stat boosts. Ludacris's crown. It adds +2 across the board, to STR, AGI, VIT, INT, and Defense.)

Hat Tier B-(Alright)
Black Bunny Ears(Albeit COMPLETELY outdated by the BC, seeing as it seems to be more common and taking into account rarity of Black Bunnies, this is still a nice semi-rare hat. +6 to AGI.)
Gaia Crown
Fedora
Pirate Hat
Ice Crown
Wizard Hat
Deranged Bunny Ears
Bunny Ears

Hat Tier C-(Bad)
Skull Mask
Top Hat
Viking Helm
Knight Helm
Gravity Crown

Hat Tier D-(Awful)
Jacko Hat
Punkin Hat
Santa Hat
Frog Hat
Froggy Hat
Yellow Bandana
Blue Bandana
Red Bandana
Fireman Hat
Shady Hat
Ninja Mask
Bandit Mask
Feather Hat
Jester Hat

Weapon Tier GM-

Dual Pistols
Scotty's Axe
Edge Punisher
Emerald Sword
Blood Sword
Hyperion
Gauntlet
Magic Wand

Weapon Tier S-(Great)
Legendary Sand Sword
Slasher
Spire Dagger
Inferno Sword

Weapon Tier A-(Good)
Great Sword
Stone Hammer
Katana

Weapon Tier B-(Alright)
Wooden Hammer
Whip(MOVED from Tier C at Matty_Richo's request/suggestion)

Weapon Tier C-(Bad)
Scythe
Short Sword
Ghost Lantern
Flame Gauntlet(MOVED from Tier B at Matty_Richo's request/suggestion)

Weapon Tier D-(Awful)
Snowball(MOVED from Tier C at 11clock's request/suggestion)(It IS fun to sneak in like 6 points of damage to get in a kill on a very very very weak opponent who foolishly says 1 HP, but the item is so rare and so weak that I can understand it being pretty bad. Still a fun weapon.  :P)
Dagger
Hatchet
Tree Branch
Kick
Blue Candy Cane
Red Candy Cane
Green Candy Cane
Punch

TBA-
'Dark Gauntlet'(Lucifer's weapon. Name is unofficial until update, as well as tier since little is known about it.)

I'm wanting your input now, guys.  ;)

STR ideal- No increment measuring, but it's wise to get it as high as you can allow for your build. A good amount to typically have is 30 or above.
AGI ideal- Increments of 3 for jumps, 30 AGI makes you twice as fast as a 1 AGI, so try to get hats for your build that'll make it total a number divisible by 3. Tanks typically want low AGI and BC, but it might be wise to add a bit of AGI and try to diversify beyond Bandit Covers, even though they are very good. Weapon burners have lots of AGI and STR, and will not want to have an AGI hat typically(me and HotChocolate, for example), so people like that should aim for base AGI divisible by 3.
VIT ideal- With very low VIT, it becomes practically impossible to PVP. Try to aim for 24 AT THE LEAST. If you know what you're doing, of course you don't have to adhere to my guidelines. People with lots of VIT aim for Bandit Covers typically, since the speed boost lets them catch up with people who were once far more agile and evasive. Defense increases with every 3 VIT, and each 'tick' (regeneration increments of HP while sitting) of HP increases by 1 with every 6 VIT, so that's something to consider if you like tanking.
INT ideal- INT is typically the lowest stat, since all you pretty much need to not stam too often is 6 INT(7 INT) if you want to experience 12 INT with Wizard Hat). However, the Spire Dagger cuts through stamina like a knife through butter, and even Mr. 44 INT, Aqua, said he didn't have enough to use Spire for a long time. A good amount if you're planning for Spire is at the very least 7 INT, it's wise to get 12/13 INT. I wouldn't recommend any higher, but again, if you know what you're doing or want to experiment, go for it.

Yea i can sorta tell you got the idea from me as i was asking weather a dkh or bc was better when i obtained them both. And yea i agree nowadays its more equips, stats, skills than skills being first. Also i think King's crown should go under (good) to me its the best Chaos tourney helm. And you forgot the weapon "Snowball" from snowman :D

Yup, I have you to thank for that. Forgot to +rep you for it.  ;) Also, yeah, I forgot Snowball, seeing as almost no one has it.

11clock

I suggest you move Snowball to Weapon Tier D. Nice range, but does so little damage it's completely useless. Snowball's good to play around with, though. :)

Mystery

Again, feel free to provide build suggestions as I'm no expert on the topic, and I know many other have much more experience and wisdom than me on the subject.

If I got it nobody would beat me...my dream pvp equipment:

Bandit Cover & Snowball = Hell Yes.

I don't care what yall say.

I think that the Whip should be moved up a level due to it's range and speed. Pre Desert it is what everyone used. I also think Katana should move up one place too. Also, if memory serves, Luda's flame gauntlet is terribly slow as it takes a second or 2 to 'power up'

Seifer

LSS should be red, not blue.
My GM weapon is "Hyperion"
I would say put GB up a level. It seperates the me from the boys. Free hit in pvp is nothing to scoff at, I would say it gives a larger advantage than some of the more rare items in Pvp.

Matty_Richo

Thinking about it, I think Skull mask should be moved up one, it does give decent defence as well as some extra hp and If i'm not mistaken it the hat specialboy used to win the 6th chaos tourney.

Also what is the grey fedora?

The Grey Fedora is just Chaos's GM helm, it has the same stats.
