Wellll... that's a hard question to answer, being as I'm skilled at drawing by hand ;P
If you can't draw by hand, drawing with a tablet won't improve your drawing skills, lol.
But you can write with a tablet in place of typing(which can get annoying because it doesn't always pick up the letters right) But the cool thing is-at least with my tablet-the more you write, the more it understands how you write and adjusts to pick up your writing more accurately.

I guess it all depends on what you're using the tablet for. My biggest adjustment is having to look at the screen when I draw instead of where my pen is.
